Construction noise rarely stays in one place. Sites advance along a road or a line, and the barrier has to follow, or residents and permits push back. Permanent works face a different version of the same constraint: heavy barriers need heavy foundations and long installation windows, and the vibration from traffic and trains still reaches the buildings next door.
